+Prove that future hyb-oa development can start from a Trellis task while still

+- No public OA data writes.
+
+## Acceptance
+
+- The task contains issue binding and redacted scope.
+- `implement.jsonl` and `check.jsonl` include real spec context entries.
+- Trellis governance check passes.
