Implementation Notes

Scope

This task closes the governance migration after TRELLIS2 and the removal of the project-local delivery skill. It only changes Trellis task records, current governance docs, process wording and QA governance scripts.

Approach

1. Archive superseded setup tasks after marking their PRDs as historical or superseded.
2. Keep historical issues/*.csv files untouched.
3. Update current-facing docs so new non-trivial work starts from a Trellis task PRD and not from a new Issue CSV.
4. Preserve Issue CSV references only where they are explicitly historical, audit evidence or legacy/export compatibility.
5. Keep .trellis/spec/hyb-oa/ as the stable project rule entry point.

Boundaries

• No backend or frontend business-code changes.
• No deployment, production config, database, Enterprise WeChat or payment writes.
• No deletion or bulk rewrite of historical issues/*.csv.
• No resurrection of .agents/skills/hyb-oa-delivery.

Verification

Run the task validation, Trellis governance gate, process contract baseline, docs registry audit, stale wording search and git diff --check before commit.
