• Remove the project-local delivery skill as an executable governance source.
• Move current operational guidance to Trellis workflow/spec/task files and existing docs fact sources.
• Keep historical Issue CSVs untouched.
• Update governance checks so deleted skill references in current governance files fail the Trellis gate.
